Walking a Reactive Dog

What does it mean when a dog is fear reactive, does it say that the dog is a mean dog, is it a reflection of the dog owner? My dogs have always been the happy go lucky kind of dogs. They all enjoyed walks, going to parks, meeting other dogs and people. But then all that changed.
